9 <br /> 1 <br /> 2 BACKGROUND: At the December 3, 2018 BOCC regular meeting, Commissioner Mark <br /> 3 Marcoplos petitioned the Board to consider approving a resolution in support of the Green New <br /> 4 Deal at the Board's next regular meeting. Because a short timeframe did not allow the Board to <br /> 5 consider the resolution at the December 11, 2018 regular meeting, it is presented for Board <br /> 6 consideration at this meeting. <br /> 7 <br /> 8 The Green New Deal is a four-part program for moving America quickly out of crisis into a <br /> 9 secure, sustainable future. Inspired by the New Deal programs that helped the United States <br /> 10 out of the Great Depression of the 1930s, the Green New Deal will provide similar relief and <br /> 11 create an economy that makes communities sustainable, healthy and just. <br /> 12 <br /> 13 The four pillars of the Green New Deal, as outlined on the Green Party of the United States <br /> 14 website, are: <br /> 15 • The Economic Bill of Rights <br /> 16 • A Green Transition <br /> 17 • Real Financial Reform <br /> 18 • A Functioning Democracy <br /> 19 <br /> 20 Additional information from the Green Party of the United States website on the four pillars is <br /> 21 provided at Attachment 1. <br /> 22 <br /> 23 Attachment 2 is a draft resolution for Board consideration declaring that a climate emergency <br /> 24 exists and requesting that Representative David Price join with the growing number of his <br /> 25 Congressional peers and endorse Alexandria Ocasio-Cortez's resolution for a select committee <br /> 26 on a Green New Deal. <br /> 27 <br /> 28 FINANCIAL IMPACT: There is no immediate financial impact associated with the Board <br /> 29 considering the resolution. There may be future financial impacts to the County as it relates to <br /> 30 the impacts of greenhouse gas emissions, as well as potential financial impacts with efforts to <br /> 31 reduce those emissions as well as other proposed actions outlined in the Green New Deal. <br /> 32 <br /> 33 Commissioner Marcoplos said in the last year or two it has become clear that this crisis <br /> 34 requires immediate action on all fronts. <br /> 35 Commissioner Marcoplos read the resolution: <br /> 36 <br /> 37 ORANGE COUNTY BOARD OF COMMISSIONERS <br /> 38 RESOLUTION REQUESTING THAT REPRESENTATIVE DAVID PRICE ENDORSE <br /> 39 ALEXANDRIA OCASIO-CORTEZ'S RESOLUTION FOR A SELECT COMMITTEE ON A <br /> 40 GREEN NEW DEAL <br /> 41 <br /> 42 WHEREAS, on October 8, 2018, the United Nations released a special report, criticized by <br /> 43 many leading climate scientists as overly conservative, which projected that limiting warming to <br /> 44 the unsafe 1.5°C target this century will require an unprecedented transformation of every <br /> 45 sector of the global economy over the next 12 years; and <br /> 46 <br /> 47 WHEREAS, on November 23, 2018 the Federal Government issued a climate study detailing <br /> 48 the massive threat that climate change poses to the American economy and underscoring the <br /> 49 need for immediate climate emergency action at all levels of government; and <br /> 50 <br />
