13 <br /> 1 Commissioner McKee said if the Board wants a resolution, it should form a committee <br /> 2 (as it did with gun safety), bringing all sides of the debate together, to create a doable and <br /> 3 reasonable proposal. <br /> 4 Commissioner Price asked if the attachment from the Green Party is the definitive green <br /> 5 new deal, or is it one entity's suggestions for the discussion. <br /> 6 Commissioner Marcoplos said, as far as he knows, it is one entity's suggestions for the <br /> 7 debate. <br /> 8 Commissioner Price asked if this resolution is sent forward, will the attachment be <br /> 9 included. <br /> 10 Commissioner Marcoplos said he only submitted the resolution. <br /> 11 Commissioner Price asked if the resolution can be sent to the Commission for the <br /> 12 Environment (CfE) first. <br /> 13 Commissioner Marcoplos said there is no time to waste, and there is science to back up <br /> 14 the resolution. <br /> 15 Commissioner Greene proposed striking the phrases "over the next 12 years" and "to <br /> 16 end the 6t" mass extinction of the species." She referred to the tax rate for highest earning <br /> 17 Americans, and noted it was as high as 70% until the 1980s. She said she disagreed that a <br /> 18 global government will be needed, but rather the whole global economy is going to be affected <br /> 19 by this global crisis. <br /> 20 Commissioner McKee said he stated his opinion, and the background documents are <br /> 21 his greatest concern. He said he extremely leery of the some of the proposed changes, and <br /> 22 opposed extremely high tax rates in 1980s and still does now. <br /> 23 Commissioner Greene said the tax rate was even higher during WWII. <br /> 24 Commissioner McKee said WWII was a true national emergency. <br /> 25 Chair Rich said attachment 1 is from the Green Party, and is one opinion on how the <br /> 26 Green New Deal could work. She said it will not be attached to the resolution. <br /> 27 John Roberts said the resolution stands alone, and there is no attachment reference. <br /> 28 Chair Rich told Commissioner Bedford that the Board sends many resolutions to people <br /> 29 prior to speaking with them. She said this practice is not unusual at all, and promotes a more <br /> 30 public process. <br /> 31 Chair Rich asked Commissioner Marcoplos if he accepted the suggestions from <br /> 32 Commissioner Greene to strike certain phrases from the resolution. <br /> 33 Commissioner Marcoplos said no, and the phrase "the next 12 years" is the most <br /> 34 important phrase in the resolution. He said it is the most alarming piece of climate change, and <br /> 35 the public needs to be alerted. He said the 61" mass extinction is also scientifically backed. <br /> 36 Commissioner Rich asked if Commissioner McKee is making a motion to form a <br /> 37 committee. <br /> 38 Commissioner McKee said he would leave that to the will of the Board, but considers it a <br /> 39 prudent idea for open dialogue. <br /> 40 <br /> 41 A motion was made by Commissioner Marcoplos, seconded by Commissioner Dorosin <br /> 42 for the Board to approve the Resolution Requesting That Representative David Price Endorse <br /> 43 Alexandria Ocasio-Cortez's Resolution for a Select Committee on a Green New Deal. <br /> 44 <br /> 45 VOTE: Ayes, 6; Nays, 1 (Commissioner McKee) <br /> 46 <br /> 47 Commissioner Dorosin said he would like to ask the CfE to consider some of this, and <br /> 48 provide this evening's minutes to them. <br /> 49 The Board agreed by consensus. <br />
