9
1
2 BACKGROUND: At the December 3, 2018 BOCC regular meeting, Commissioner Mark
3 Marcoplos petitioned the Board to consider approving a resolution in support of the Green New
4 Deal at the Board's next regular meeting. Because a short timeframe did not allow the Board to
5 consider the resolution at the December 11, 2018 regular meeting, it is presented for Board
6 consideration at this meeting.
7
8 The Green New Deal is a four-part program for moving America quickly out of crisis into a
9 secure, sustainable future. Inspired by the New Deal programs that helped the United States
10 out of the Great Depression of the 1930s, the Green New Deal will provide similar relief and
11 create an economy that makes communities sustainable, healthy and just.
12
13 The four pillars of the Green New Deal, as outlined on the Green Party of the United States
14 website, are:
15 • The Economic Bill of Rights
16 • A Green Transition
17 • Real Financial Reform
18 • A Functioning Democracy
19
20 Additional information from the Green Party of the United States website on the four pillars is
21 provided at Attachment 1.
22
23 Attachment 2 is a draft resolution for Board consideration declaring that a climate emergency
24 exists and requesting that Representative David Price join with the growing number of his
25 Congressional peers and endorse Alexandria Ocasio-Cortez's resolution for a select committee
26 on a Green New Deal.
27
28 FINANCIAL IMPACT: There is no immediate financial impact associated with the Board
29 considering the resolution. There may be future financial impacts to the County as it relates to
30 the impacts of greenhouse gas emissions, as well as potential financial impacts with efforts to
31 reduce those emissions as well as other proposed actions outlined in the Green New Deal.
32
33 Commissioner Marcoplos said in the last year or two it has become clear that this crisis
34 requires immediate action on all fronts.
35 Commissioner Marcoplos read the resolution:
36
37 ORANGE COUNTY BOARD OF COMMISSIONERS
38 RESOLUTION REQUESTING THAT REPRESENTATIVE DAVID PRICE ENDORSE
39 ALEXANDRIA OCASIO-CORTEZ'S RESOLUTION FOR A SELECT COMMITTEE ON A
40 GREEN NEW DEAL
41
42 WHEREAS, on October 8, 2018, the United Nations released a special report, criticized by
43 many leading climate scientists as overly conservative, which projected that limiting warming to
44 the unsafe 1.5°C target this century will require an unprecedented transformation of every
45 sector of the global economy over the next 12 years; and
46
47 WHEREAS, on November 23, 2018 the Federal Government issued a climate study detailing
48 the massive threat that climate change poses to the American economy and underscoring the
49 need for immediate climate emergency action at all levels of government; and
50
