Orange County Emergency Services <br />System Plan <br />Mass Gathering Plan <br /> Revised September, 2018 <br />Responsibilities (Continued): <br />x Interface with Routine OCES Operation <br />o Depending on the size of the mass gathering, some of the medical <br />functions may be provided by on-duty EMS resources (hospital <br />transport, for example). <br />o If dedicated units are used to provide medical support at the mass <br />gathering, those units are unavailable for other tasks unless <br />released by IC/Med Ops. <br />o Units may only be diverted from a mass gathering assignment by <br />the on-duty EMS Supervisor, the OCES Operations Manager, or <br />the OCES Director. <br />The Plan: <br />x Mass gathering or special event medical plans shall include, but are not <br />limited to the following considerations: <br />o Event description, including event name and expected attendance <br />o Participant safety <br />o Non-participant (Spectator, Bystander) safety <br />x Direct communications, using wireless means when possible, shall be <br />included in medical plans as follows: <br />o Between venue staff and/or security personnel, event coordinator, <br />and medical personnel <br />o Between medical personnel located at a first aid station and mobile <br />teams and/or satellite stations <br />o Between medical personnel and Emergency Communications <br />Department <br />o Between medical personnel and ambulances <br />o Between medical staff and receiving hospitals <br />x If the mass gathering is a protest registered with the Police Department, <br />organizers are encouraged to provide CPR and 911 access by gathering <br />personnel. <br />x Medical resources will be employed for the mass gathering or special <br />event based on the following template: <br />DocuSign Envelope ID: 79C5D167-B6CA-4E59-B4AC-AA38CC1B20BD
