l~~ <br />Qrange County 7rigon Project No.036-DO-016II <br />Hillsboroueh Londfill Site July 24, 2000 <br />The Phase I ESA included a review of available environmental records, interviewing <br />persons knowledgeable of the site history and the landfilling activities, and conducting a <br />site reconnaissance. As a result of the Phase I ESA, Trigon reached the following <br />conclusions: <br />• For approximately 20 years, from the 1950's until the 1970's, a portion of the site <br />was reportedly used as a municipal landfill for the Town of Hillsborough. <br />• Automobiles and some industrial wastes, including fabric from local textile <br />manufactures, may have been disposed of in the landfill. <br />• The site was permitted and operated as a Land Clearing and Inert Debris (LCID) <br />Landfill, permit No. 68-B, from the early 1970's until 1994. <br />e The site is currently vacant, grass covered and wooded, The northeastern section of <br />the site is utilized as a stump, tree and limb disposal site where chipping activities <br />tape place. <br />• A baseball field has been constmcted in the northwestern portion of the site, <br />adjacent to the Fairview Park. Fill soils have been brought from off-site sources for <br />construction of the baseball field. <br />• Some solid waste, included mostly rusted metal objects, glass bottles and trash, <br />was observed in the woods near the perimeter of the property. <br />3.0 SCOPE OF THE PHASE TI ASSESSMENT <br />The Phase II ESA. included sampling and analyzing soil and groundwater at the site, and <br />an evaluation of landfill gas (methane) to determine if Hazardous substances are present <br />that could pose a ttrreat to human health or the environment More specifically, the Phase <br />II ESA included: <br />• Analyzing four composite and two discrete soil samples collected at the property <br />and one background sample collected from an off-site location; <br />• The installation of rivo groundwater monitoring wells, and the collection and <br />analyses of groundwater samples from those wells; <br />• An evaluation of the landfill gas generation; and <br />• A comparison of the contamination measured in soil and grotmdwater to <br />applicable state and federal guidelines and standards. <br />TRIGON ENGlNEElUNC CONSULTiiNTS, INC.
