Manager, ext 2307 <br />Elaine Holmes, Personnel, ext 2552 <br />TELEPHONE NUMBERS: <br />Hillsborough 732-8181 <br />Chapel Hill 968-4501 <br />Durham 688-7331 <br />Mebane 336-227-2031 <br />PURPOSE: To authorize action steps to create the proposed Animal Services Department by <br />early 2005. <br />BACKGROUND: At its meeting on October 5, 2004, the Board of Commissioners considered <br />a Staff update on the transitional steps associated with the creation of the proposed Animal <br />Services Department/Bureau, The update addressed analysis completed and actions <br />underway by the County management team to effect the creation of an Animal Services <br />Department or Bureau by early 2005, The team sought to address in its analysis those issues <br />and concerns expressed by the BOCC in the course of its review of the Animal Shelter <br />Operations Task Force interim report on governance and management, <br />A brief review of key points from the original Staff Update begins below: <br />Department or Bureau <br />The Task Force did not distinguish between Animal Services as a Department or Bureau; <br />however, staff review suggests the creation of a Department given the perceived goal to cluster <br />related programs, services, and activities under a single administration, with sole focus on <br />animal care, having direct connection to the office of the County Manager for public <br />accountability and operating performance, The Director will report to the County <br />Manager/Assistant County Manager. <br />
