OCSW 'Deconstruction Assessment' (aka pre-demo inspection) <br /> The purpose of Orange County's 'deconstruction assessment' faka ore-demolition inspection) is to determine if any <br /> regulated recyclable materials are present and to consider what materials are viable for salvage, reuse, or recychng. <br /> While full-blown deconstruction involves disassembling either an entire structure or portions of a structure in order to <br /> harvest materials for direct reuse or recycling, salvaging certain materials may be a viable option. <br /> Salvage is the recovery of building materials for subsequent sale or reuse and may include: <br /> • Doors <br /> • Doorframes <br /> • Millwork <br /> • Windows <br /> • Window frames <br /> • Porcelain fixtures <br /> • Brick <br /> • Wood flooring <br /> • Cabinets <br /> • Furniture <br /> • Major appliances <br /> • Hot water radiators <br /> • Hardware <br /> Recycling is the collection, sorting, processing, and converting of solid wastes in preparation for reuse and may include: <br /> • Metals from steel frames <br /> • Plumbing <br /> • Wiring <br /> • Carpeting <br /> • Roofing materials (asphalt shingles) <br /> • Wood (unpainted, untreated, unstained) <br /> • Asphalt <br /> • Concrete <br /> • Appliances <br /> • Scrap tires <br /> All regulated recyclable material (scrap metal, clean wood, corrugated cardboard) generated in Orange County shall be <br /> recycled (1) unless doing so would pose a threat to public health and safety through exposure to carcinogens and other <br /> toxic substances including, but not limited to, lead, asbestos, fuel oils, gasoline, or (2) unless the regulated recyclable <br /> material is attached to other material, including other regulated recyclable material, in o way that it is not reasonably <br /> possible to separate the regulated recyclable material into its constituent parts or from non-regulated recyclable <br /> material. <br /> Regulated recyclable material shall be disposed of through (1) delivery to a recyclable waste center, (2) delivery to a <br /> licensed collector of regulated recyclable material, (3) reuse, (4) sale or (5) other means that allow for the safe recycling <br /> of the material. Regulated recyclable material shall be separated from other solid waste unless delivered to a <br /> Commingled Recycling Facility certified as such in the manner provided for in the ordinance. <br />
