33 <br /> ORANGE COUNTY <br /> NORTH CAROLINA <br /> Department of Housing and Community Development <br /> Attachment E <br /> The Orange County Department of Housing and Community Development (OCHCD) is <br /> charged with the administration of all affordable housing and community development <br /> activities at the County but works collaboratively with other County Departments that have <br /> areas of responsibility that intersect with affordable housing and community development <br /> activities, i.e., the Departments of Aging, Economic Development, Health and Planning. In <br /> addition, Orange County has a 15-member Affordable Housing Advisory Board, as well as the <br /> Orange County Housing Authority Board that meets monthly and for which OCHCD provides <br /> managerial and administrative support. <br /> OCHCD staff also works collaboratively with other jurisdictions in the County, including <br /> the Towns of Carrboro, Chapel Hill and Hillsborough. Applicable lead affordable housing <br /> personnel from these municipalities and the County meet monthly to update each other and <br /> discuss areas of concern, as well as identify opportunities for further collaboration. In addition, <br /> Orange County and the Housing and Community Development Department (OCHCD) serves as <br /> the lead entity for the HOME Consortium and its HOME Review Committee, which is comprised <br /> of elected officials from each jurisdiction. <br /> The purpose of the HOME Review Committee is to review and make recommendations <br /> on the awarding of HOME funds to eligible nonprofits. In late 2017, the role of the Committee <br /> was expanded to include broader discussions about affordable housing issues. The entity is <br /> now known as the Local Government Affordable Housing Collaborative (the Collaborative) a <br /> representative from the Orange Water & Sewer Authority (OWASA) has been added to the <br /> membership.
