30 <br /> However, the landlord requesting assistance must inform the County of any insurance proceeds <br /> received prior to receiving funds from the County. For damages that are above $10,000, <br /> assistance may be granted for those items not covered by insurance. <br /> The applicable voucher programs include the following: <br /> • Permanent Supportive Housing (PSH) <br /> • Rapid Re-Housing (for the Risk Mitigation activity area only) <br /> • HUD-VAS H <br /> • Housing Opportunities for Persons w/AIDS (HOPWA) <br /> • Housing Choice Voucher Program (HCV) <br /> • OC— Local Rent Supplement Program <br /> Other requirements under this activity area include the following: <br /> • Assistance should only be requested when repair costs are more than the security <br /> deposit and cannot be related to general maintenance items. Landlords must submit <br /> the attached application to be considered for funding. <br /> • The maximum amount of assistance will not exceed $3,500 or 50% of the total repair <br /> cost, whichever is less. <br /> • The landlord must allow the Housing and Community Development Department's <br /> Inspectors to document the damage and provide specifications for the completion of <br /> the repairs. The Inspectors must also be allowed to inspect the completed work before <br /> the funds are disbursed. If the repairs warrant the County's Permitting and Inspections <br /> Division to be involved, all work must pass the required inspections according to <br /> Building Codes and a Certificate of Occupancy is issued, as applicable. A copy of the <br /> passed inspection reports must be forwarded to OCHCD, along with the Certificate of <br /> Occupancy, as applicable. <br /> • Should the landlord also seek relief for damages through the judicial system and recoup <br /> any monies, the County should be reimbursed for the monies paid by the Risk <br /> Mitigation and Displacement Fund. <br /> Housinq Stabilization: <br /> Assistance under this activity area will be used to assist participants in the various <br /> voucher programs identified in the preceding paragraphs, as well as those individuals who have <br /> been assessed by the Coordinated Entry process as it relates to homelessness and have <br /> identified safe, decent and affordable housing. However, this does not include persons <br /> participating in the Rapid Re-Housing Program. In addition, individuals being referred by Orange <br /> County Criminal Justice Resource Department will be eligible to participate under this category. <br /> Assistance may be used for payment of security deposits, utility connections and/or rental <br /> payments given extenuating circumstances, i.e. medical or other emergencies, especially for <br /> hard to house individuals and families, i.e. large families w/children under 18; seniors and <br /> disabled individuals; veterans and persons w/criminal backgrounds, etc. <br /> 2 <br />
