24 <br /> Attachment A <br /> The table below outlines the recommendations that were submitted by the Work Group and <br /> approved by the BOCC in November 2017: <br /> Recommendation #1: Manufactured Home Park Improvement and Expansion Program (Short- <br /> term Goal) <br /> Orange County establishes a loan program for manufactured home park owners to improve <br /> and/or expand their existing park. This strategy would be part of an overall Rental <br /> Rehabilitation Initiative. Recommended that up to $500,000 from the $2M Affordable Housing <br /> Land Banking/Manufactured Home Park set-aside initially be used to capitalize the new <br /> revolving loan pool. Progress to date: New loan program to be launched by the end of 2019 <br /> Q1. <br /> Recommendation #2: Manufactured Home Repair and/or Replacement Program (Short-term <br /> Goal) <br /> Orange County establishes, within it Housing Rehabilitation Program, a repair and/or <br /> replacement program component for residents living in a manufactured home, whether rental <br /> or owner-occupied. Funding for this recommendation would come from local funds allocated <br /> for housing rehabilitation activities. The current County Urgent Repair Program allowed for the <br /> repair of owner-occupied manufactured homes at a cost of up to $8,000. However, under <br /> Orange County's Single-Family Rehab Program, manufactured homes could not be addressed <br /> nor was there a replacement provision. Progress to date: One (1) replacement completed in <br /> July 2018 and one (1) underway w/a proposed completion date of February 28, 2019. <br /> Recommendation#3: Manufactured Home Park Development (Long-Term Goal) <br /> Orange County, using funds from the $2M Affordable Housing Land Banking/Manufactured <br /> Home Park set-aside, would pursue the development of a new manufactured home park and/or <br /> mixed-income housing development on an undeveloped parcel. The northern portion of the <br /> County was identified, specifically in the Eno and Efland areas where there is access to <br /> transportation, goods, services, employment and public water and wastewater infrastructure. <br /> May require the County to issue an RFP. Status: Ongoing. <br /> Recommendation #4: Greene Tract (Long-Term Goal) <br /> Orange County, the Towns of Carrboro and Chapel Hill should continue to explore affordable <br /> housing development opportunities on this jointly-owned 104 acre parcel, with a focus on <br /> alternatives for displaced manufactured home park residents and utilization of a portion of the <br /> Greene Tract. Would require the issuance of an RFP for development activities. Status: <br /> Ongoing. <br />
