35 <br /> ✓ Affordable Housing Bond Program (A $5M bond program was approved by Orange County <br /> voters in November 2016. The first $2.5 M was awarded in June 2017. The second round of <br /> $2.5M is anticipated to be released in early 2019.) <br /> ✓ Manufactured Home Parks Initiative (The Orange County Board of County Commissioners <br /> (BOCC) approved an assistance package to facilitate displacement mitigation activities for <br /> manufactured home park residents who are being displaced due to park closures. The new <br /> assistance program is known as the Displacement Mitigation Assistance Program (D-MAP) <br /> and includes working with a local nonprofit, EmPOWERment, Inc., to provide coordination <br /> of relocation activities. Also, as part of the County's strategy, the BOCC approved the <br /> creation of a Revolving Loan Fund for manufactured home park owners as it relates to <br /> enhancing existing parks or creating new parks. Loan Fund Guidelines are being finalized <br /> and the program will be implemented in 2019. This initiative is funded by a portion of the <br /> County's general bond proceeds. Furthermore, the overall response to manufactured home <br /> park closures and potential resident displacement is an ongoing intergovernmental effort. <br /> Along with the County, the Towns of Carrboro, Chapel Hill and Hillsborough are involved in <br /> response efforts). <br /> ✓ Local Rent Supplement Program (The BOCC approved funding for this new program in June <br /> 2018 and allocated $100,000 to implement a local voucher program within Orange County. <br /> Guidelines for the new program are being developed and will be presented to the BOCC in <br /> November 2018. The new program will operate much like the federally-sponsored Housing <br /> Choice Voucher Program but will be more flexible in terms of meeting local needs.) <br /> ORANGE COUNTY HOUSING AUTHORITY (OCHA) <br /> Orange County Housing Authority (OCHA) was incorporated in 1969 and is a Section <br /> 8/Housing Choice Voucher only Housing Authority that has a HUD allocation of 623 vouchers <br /> and approximately 250+ participating landlords. In 2018, the Housing Authority also received <br /> five (5) VASH Vouchers for veterans, which brings the total number of federal vouchers <br /> administered to 628.
