34 <br /> • Orange County Affordable Housing Coalition, a group of nonprofits and other <br /> community partners involved in the provision and expansion of affordable housing <br /> opportunities within Orange County. <br /> • Orange County Partnership to End Homelessness, which serves as the Leadership <br /> Team for the local Continuum of Care and is comprised of providers and other <br /> community partners involved in the work and provision of services to end <br /> homelessness in Orange County. <br /> ADOPTED HOUSING GOALS <br /> Presently, Orange County has not formally adopted any specific affordable housing <br /> goals. However, the County utilizes affordable housing needs identified in its FY2015-2019 <br /> Consolidated Plan to facilitate the creation of strategies to address those needs. <br /> HOUSING PROGRAMS AND INITIATIVES <br /> The following programs and initiatives are those that are directly sponsored by Orange <br /> County and administered by the Department of Housing and Community Development <br /> (OCHCD): <br /> ✓ Urgent and Minor Repair Programs (Funded by Orange County and a Grant from the NC <br /> Housing Finance Agency (NCHFA.) <br /> ✓ Essential and Comprehensive Single-Family Housing Rehabilitation Programs (Funded by <br /> Orange County and a Grant from the NC Housing Finance Agency (NCHFA.) <br /> ✓ HOME Investment Partnerships Program (This federal program provides formula grants to <br /> states and localities that can be used - often in partnership with local nonprofit groups - to <br /> fund a wide range of activities, including building, buying, and/or rehabilitating affordable <br /> housing for rent or homeownership and/or providing direct rental assistance to low and <br /> very low income individuals and families.) <br /> ✓ Risk Mitigation and Housing Displacement Fund (This is a demonstration program that had a <br /> soft launch in late 2017; was announced again in April 2018 with revisions and is funded <br /> with County funds. In November, further revisions were implemented to address additional <br /> identified needs in the County.) <br /> ✓ Surplus Properties and Disposition Program (Lots and Existing Structures Available for <br /> Affordable Housing Purposes. Presently, the County has nine (9) lots and several other sites <br /> available for affordable housing development purposes. Existing structures will be disposed <br /> of based on availability. In addition, each site is being evaluated for its potential utilization <br /> as it relates to affordable housing development.) <br /> 2 <br />
