Attachment 3, "Format Example -Comprehensive Plan of Orange County, NC Land Use <br />Element Goals, Objectives, and Policies", is provided to show the overall format of the Goals, <br />Objectives, and Policies (GOP's) section intended for the current Land Use Element Update. <br />The eventual GOP's document will be approximately 30+ pages. <br />2. Land Use Element/Zoning Density Options <br />Planning Staff have been researching, analyzing, receiving input regarding the Comprehensive <br />Plan Land Use Element Update for the past four years. Using 2000 US Census information, <br />previous studies, existing committees and task forces, and discussions with the BOCC and <br />Planning Bcard, Staff framed a variety of Land Use Element options that to varying degrees <br />address concerns regarding water and air quality, as well as, other important goals. <br />Since land use planning scenarios are a compilation of years of guidance, input, outreach, and <br />feedback during the informal stage, Planning Staff have offered a range of options at this time <br />because specific endorsement and narrowing of options are not anticipated until the formal <br />process unfolds. <br />Following are six options for density, within the County's planning jurisdiction, that range from <br />the existing plan (Option 1) to increasingly focused plans (Options 2-5 proposals) addressing <br />water and air quality: <br />Opticn 1 - Existing Maximum Density Plan <br />Option 2 - Medium-Low Density Plan <br />Option 3 - Law Density/Low Vehicle Miles Traveled (VMT) Plan <br />Option 3.1 -Low Density/Low Impact Design (LID) Plan <br />Option 4 - Lower Density Plan (Cane Creek/University Lake) <br />Option 5 - Lowest Density Plan (Upper Neuse Watershed Management Plan and Cape Fear <br />River Assembly) <br />Attachment 4, Maps 1-6, show the land use densities provided in each Option. <br />Attachment 5, shows in tabular form, the percentage of the County that would be resulting from <br />each density Option. <br />Options 3 - .5 have high water quality elements achieved in different manners (i.e. same <br />combination of low density, low impervious, peak flaw management, and/or Low Impact Design <br />(LID) performance standards. <br />
