estimated at $193,552, which includes $188,552 in salary and benefits, and $5,000 in
<br />operational costs. Funds received from Orange County Schools and Medicaid funds would
<br />cover the future annualized costs, This budget amendment provides for the receipt of funds
<br />from Orange County Schools and Medicaid funds for fiscal year 2004-05, and establishes
<br />four additional Department of Social Services Social Worker positions to be contracted to
<br />the Orange County Schools, (See Attachment 1, column #2)
<br />3. The Department of Social Services has received notification from the State of additional
<br />funds for the current fiscal year for the fallowing programs:
<br />a, Child Day Care Subsidies- these additional funds of $419,242 will be used to
<br />continue to provide child -care subsidies to low-income families. Currently, there are
<br />1,076 children and their families who benefit from this program, The average cast of
<br />care per child has increased from $404 per month in fiscal year 2002-03 to $428 per
<br />month in fiscal year 2003-04. This budget amendment provides for the receipt of
<br />these fiands, and brings the budget for this program to $3,687,365 for fiscal year
<br />2004-05, (See Attachment 1, column #3)
<br />b, LINKS Program -these additional funds of $1,596 will be used for the department's
<br />independent living program. This program allows the department to offer training to
<br />foster care youth regarding job preparation, daily living skills, and money
<br />management. This budget amendment provides far the receipt of these funds, and
<br />brings the budget for this program to $32,071 for fiscal year 2004-05. (See
<br />Attachment 1, column #3)
<br />c, Adult F1ome Specialist funds -these additional funds of $3,159 will be used for
<br />temporary personnel to help with the current workload demands. This budget
<br />amendment provides for the receipt of these funds, and brings the budget for this
<br />program to $10,989 for fiscal year 2004-05, (See Attachment 1, column #3)
<br />d, Child-Care CCDF Administration -these additional funds of $21,636 will be used to
<br />help support the administration services of the Day Care program, This budget
<br />amendment provides for the receipt of these funds, and brings the budget far this
<br />program to $149,474 for fiscal year 2004-05. (See Attachment 1, column #3)
<br />Board of Elections
<br />4, The Board of Elections has received "Help America Vote Act" (HAVA) Title I grant funds
<br />totaling $4,400 from the North Carolina State Board of Elections, These grant funds will be
<br />used to offset the cost of laptop computers to be located at the one-stop absentee voting
<br />sites during the Absentee Voting period prior to the 2004 General Election, This budget
<br />amendment provides for the receipt of these grant funds for this purpose. (See Attachment
<br />1, column #4)
<br />Health Department
<br />5, The Health Department has received aone-time grant from the North Carolina Department
<br />of Health and Human Services, Physical Activity and Nutrition branch. These funds, in the
<br />amount of $19,710, will be used to bring together public health educators, land use
