1 <br /> <br />APPROVED 1/22/2019 MINUTES <br />BOARD OF COMMISSIONERS <br />SPECIAL MEETING <br />December 18, 2018 <br />7:00 p.m. <br /> <br />The Orange County Board of Commissioners met in Special Session on Tuesday, December <br />18, 2018 at 7:00 p.m. at the Southern Human Services Center in Chapel Hill, N.C. <br /> <br />COUNTY COMMISSIONERS PRESENT: Chair Penny Rich and Commissioners Jamezetta <br />Bedford, Mark Dorosin, Sally Greene, Earl McKee, Mark Marcoplos, and Renee Price <br />COUNTY COMMISSIONERS ABSENT: None <br />COUNTY ATTORNEYS PRESENT: John Roberts <br />COUNTY STAFF PRESENT: County Manager Bonnie Hammersley, Deputy County Manager <br />Travis Myren and Clerk to the Board Donna Baker (All other staff members will be identified <br />appropriately below) <br /> <br /> Chair Rich called the meeting to order at 7:00 p.m. <br /> <br />1. Changes to the Agenda <br />Chair Rich said this is a special meeting and the Board of County Commissioners <br />(BOCC) cannot make changes to the agenda. <br />Chair Rich noted the following items at the Commissioners’ places: <br /> <br />- PowerPoint for Item 4-a <br />- Audit report for Item 4-d <br /> <br />PUBLIC CHARGE <br />The Chair dispensed with the reading of the public charge. <br /> <br />Arts Moment <br />Tinka Jordy, Orange County Arts Commission Board Member, introduced the Arts <br />Moment: <br />Michael Chitwood has published 9 books of poetry. His most recent collection, Search & <br />Rescue, received the 2018 L.E. Phillabaum Prize from Louisiana State University Press. His <br />work has appeared in The Atlantic, The New Republic, Oxford American, The Southern Review <br />and numerous other journals as well as on Garrison Keillor's The Writer's Almanac. He teaches <br />at the University of North Carolina-Chapel Hill. <br />Michael Chitwood read a poem called the Bikini Atoll Marching Band and Mt. Rushmore <br />Precision Drill Team, noting that the Bakini Atoll was where the first nuclear test was conducted. <br />He said this is a poem about how language and nostalgia are being used these days. <br /> <br />2.
