6 <br /> <br />A motion was made by Commissioner Price, seconded by Commissioner Rich for the <br />Board to: <br />1) Approve entering into a Professional Services Agreement with Smith Sinnett <br />Architecture of Raleigh, NC for the design and construction administration of the <br />Southern Campus Expansion capital project upon final review of the County Attorney; <br />and <br />2) Authorize the Manager to execute the initial Agreement and any subsequent design <br />amendments for contingent and unforeseen design requirements on behalf of the <br />Board. <br /> <br />VOTE: UNANIMOUS <br /> <br />b. Facilities Use Policy Amendment for Inclusion of Community Center Facilities and <br />Fee Schedule Changes <br /> <br />PURPOSE: <br />To consider amending the County's Facilities Use Policy to: <br />1) recognize and govern the recently renovated Cedar Grove, Efland Cheeks and Rogers <br />Road Community Centers; <br />2) update reservation, operations, and cancellation processes; <br />3) update the Fee Schedules for non-Parks and Recreation spaces; <br />4) address the requirement to ensure adequate meeting space for advisory and quasi- <br />judicial boards according to the Advisory Board Meeting Overflow Policy, dated <br />November 1, 2016; and 5) update the guidelines regarding the availability and sale of <br />alcoholic beverages on County premises. <br /> <br />BACKGROUND: <br />On May 17, 2011 the Board of Orange County Commissioners (“BOCC”) approved the County <br />Facilities Use Policy that resulted from the Board's November 2010 review of the 1999 policy <br />draft, BOCC comment, and collaboration consisting of County departmental representatives. <br />On September 4, 2014, the Board of Orange County Commissioners approved the first <br />amendment to this policy that integrated the Whitted Meeting Facilities spaces. <br /> <br />The proposed second amendment of the Facilities Use Policy (Attachment 1) is a result of a <br />collaborative, inter-departmental work group consisting of representatives of the following <br />departments: Aging, Asset Management Services, Board of Orange County Commissioners' <br />Office, County Manager's Office, County Attorney's Office, Environment, Agriculture, Parks <br />and Recreation (DEAPR), Financial Services, Information Technologies, and the Orange <br />County Library. The review of the Facilities Use Policy was conducted over a period of two <br />years as a result of the 2014-15 Space Study Work Group and end users interested in <br />generally improving the policy in addition to integrating newly available facilities. <br /> <br />Jeff Thompson, Asset Services Management Director, made the following PowerPoint <br />presentation: <br /> <br />Facilities Use Policy Amendment for Inclusion of <br />Community Center Facilities and Fee Schedule Changes <br /> <br />Purpose
