OPT Short Range Transit Plan

Nelson\Nygaard Consulting Associates, Inc. | 4-6

Ride Share Partnership
Ride share partnerships are organizational agreements for the agency to provide passenger
subsidies with a specific ride share or taxi company (e.g. Lyft, Uber, local taxi company). These
partnerships could fill service gaps in low-density areas of Orange County, but may still be more
expensive for passengers than other service types.
There is potential for accessibility and equity issues regarding ride share partnerships since not all
vehicles are capable of transporting people with disabilities, low rated passengers must still be
picked up, and there are barriers for potential riders who are unbanked or don’t own a
smartphone. Existing ride share partnership case studies are primarily in urban areas, so the
effectiveness of this strategy in a rural setting is still largely unknown.
Figure 4-8 Ride Share Partnerships Could Fill Service Gaps in Low-Density Areas of Orange County
