OPT Short Range Transit Plan

Nelson\Nygaard Consulting Associates, Inc. | 4-2

Fixed-Route Service
Fixed-route service is regularly-scheduled service that operates on a dedicated alignment and may
provide different levels of service, including local circulator, local arterial, feeder, commuter, or
express service. Typically, fixed-route service works best in areas with employment and
population density greater than five people or employees per acre. This service type may be
feasible in the denser areas of Orange County or to connect major destinations in the region.
Figure 4-2 Fixed-Route Transit Vehicles in Orange County
Demand Response
Demand Response or Dial-a-Ride service is an on-demand service that typically requires a
reservation to ride. This service type is frequently used for paratransit programs in rural areas
and can be open to the general public with no eligibility requirements. There are no minimum
population and employment density requirements for this service type to be effective. Demand
response service is typically used as a lifeline to provide connections for riders without access to
fixed-route service or an alternative mode of transportation.
Figure 4-3 Smaller Demand Response Vehicle Used for Senior Transportation
