8 <br /> 1 Whereas, the necessary states ratified the Bill of Rights, the first ten amendments to the <br /> 2 United States Constitution, on December 15, 1791; and <br /> 3 <br /> 4 Whereas, the Bill of Rights protects every person of this state and nation from the <br /> 5 infringement of basic human and civil rights; and <br /> 6 <br /> 7 Whereas, the freedoms of speech and association and the right to due process and equal <br /> 8 protection of the law, as embodied in the Bill of Rights, are a model for democratic institutions <br /> 9 and laws all over the world; and <br /> 10 <br /> 11 Whereas, it was the North Carolina convention, held in Hillsborough, which was instrumental <br /> 12 regarding the inclusion of a Bill of Rights as part of ratifying the United States Constitution; <br /> 13 and <br /> 14 <br /> 15 Whereas, the people of North Carolina stood strong in withholding ratification of the <br /> 16 Constitution until the Bill of Rights was added to ensure their inalienable rights; and <br /> 17 <br /> 18 Whereas, the Orange County Board of Commissioners demonstrated its commitment to <br /> 19 "upholding the civil rights and civil liberties of all persons in Orange County and their free <br /> 20 exercise and enjoyment of any and all rights and privileges secured by our constitutions and <br /> 21 laws of the United States, the State of North Carolina, and Orange County," in a May 20, 2003 <br /> 22 approved resolution entitled "A Resolution Regarding the Protection of Civil Rights and Civil <br /> 23 Liberties"; and <br /> 24 <br /> 25 Whereas, the Orange County Board of Commissioners reaffirmed the protections of all its <br /> 26 residents by passing "A Resolution Opposing the Use of Local Law Enforcement to Enforce <br /> 27 Civil Immigration Law and Policy" on January 23, 2007; <br /> 28 <br /> 29 Now, Therefore Be It Resolved that we the Orange County Board of Commissioners do hereby <br /> 30 proclaim December 15, 2018 as "BILL OF RIGHTS DAY" in Orange County and commend <br /> 31 this observance to all people. <br /> 32 <br /> 33 This, the 18t" day of December 2018. <br /> 34 <br /> 35 A motion was made by Commissioner Dorosin, seconded by Commissioner Price for the <br /> 36 Board to adopt the Proclamation regarding Bill of Rights Day and authorize the Chair to sign the <br /> 37 Proclamation. <br /> 38 <br /> 39 VOTE: UNANIMOUS <br /> 40 <br /> 41 c. Resolution In Support of Campaign to Make North Carolina a No-Torture State <br /> 42 The Board considered voting to adopt a Resolution In Support of Campaign to Make <br /> 43 North Carolina a No-Torture State and authorizing the Chair to sign. <br /> 44 Commissioner Greene read the resolution: <br /> 45 <br /> 46 ORANGE COUNTY BOARD OF COMMISSIONERS <br /> 47 RESOLUTION IN SUPPORT OF <br /> 48 CAMPAIGN TO MAKE NORTH CAROLINA A NO-TORTURE STATE <br /> 49 <br />
