10 <br /> 1 <br /> 2 WHEREAS, under his leadership, 25 staff members have been responsible for all clerical <br /> 3 record keeping functions of the General Courts of Justice; and <br /> 4 <br /> 5 WHEREAS, as judge of probate, the Clerk of Court has exclusive original jurisdiction over <br /> 6 matters relating to the probate of wills and the administration of estates; and <br /> 7 <br /> 8 WHEREAS, the Clerk of Court also presides over many legal matters including adoptions, <br /> 9 incompetency proceedings, condemnation of private lands for public use, and foreclosures; and <br /> 10 <br /> 11 WHEREAS, Mr. Stanford has provided area leadership as Chair of the Rules of Record <br /> 12 Keeping Committee and Chair of the Estates and Special Proceedings Forms Committee with <br /> 13 the NC Administrative Office of the Courts; and <br /> 14 <br /> 15 WHEREAS, Jamie Stanford has diligently executed the duties of his office to the betterment of <br /> 16 the residents of Orange County; <br /> 17 <br /> 18 NOW THEREFORE BE IT RESOLVED that the Orange County Board of Commissioners <br /> 19 expresses its deep appreciation, gratitude and respect to James C. Stanford for the services <br /> 20 throughout the court system provided under Mr. Stanford's leadership for the people of Orange <br /> 21 County. <br /> 22 <br /> 23 This the 3rd day of December 2018. <br /> 24 <br /> 25 A motion was made by Commissioner McKee, seconded by Commissioner Price to for <br /> 26 the Board to approve the attached resolution expressing deep appreciation to Jamie Stanford <br /> 27 for his services to the people of Orange County as Clerk of Superior Court, and authorize the <br /> 28 Chair to sign the resolution on behalf of the Board. <br /> 29 <br /> 30 VOTE: UNANIMOUS <br /> 31 <br /> 32 b. Resolution of Recognition for Linda Foxworth <br /> 33 The Board considered voting to approve a resolution expressing gratitude and <br /> 34 recognizing Linda Foxworth for her service as Executive Director of KidSCope and authorizing <br /> 35 the Chair to sign. <br /> 36 Commissioner Bedford read the resolution: <br /> 37 <br /> 38 ORANGE COUNTY BOARD OF COMMISSIONERS <br /> 39 RESOLUTION OF RECOGNITION FOR <br /> 40 LINDA FOXWORTH <br /> 41 <br /> 42 WHEREAS, Linda Foxworth, Director of KidSCope, which launched on April 6, 1988, will be <br /> 43 retiring after 30 years of leading the organization; and <br /> 44 <br /> 45 WHEREAS, under the leadership of Linda Foxworth, in 1999, KidSCope expanded to include <br /> 46 the Children's Learning Center, a Developmental Day Center, and Parent and Child (PACT), an <br /> 47 infant/toddler program in Hillsborough; and <br /> 48 <br /> 49 WHEREAS, with statewide reform in mental health delivery, KidSCope moved in 2005 under <br /> 50 the umbrella of Chapel Hill Training — Outreach Project (CHTOP); and <br />
