Attachment 1 <br />Below is a brief progression of various goals, objectives, policies and discussion that <br />has occurred over the years that serves as a foundation to address the challenges of— <br />the future. Some goals may be more pressing than others and this memo aad <br />upcoming discussion at the October 7, 2004 work session may provide further focus of <br />critical goals and the associated issues they address. Prominent in the BOCC and its <br />regional, state and federal partners have been water and air quality conditions. <br />The many goal setting sessions and reports reflect this emphasis. Goals of Quality Growth <br />9 <br />Community Outreach Survey <br />2004 <br />Admittedly, when updating or developing a comprehensive plan, one tends to be all - <br />inclusive (as the work "comprehensive" implies) when considering the various aspects <br />of guiding the land use pattern and reducing the ill effects of growth and development. <br />However, the focus of those goals can accent the short or long term pursuits of <br />addressing a particular prominent issue. More often than not, planning strategies that <br />are implemented are long term and incremental solutions to ameliorate the cumulative <br />effects of growth. <br />In other words, some planning strategies are preemptive and preventative in nature <br />because many issues happen over time and, once they occur, are very difficult to <br />correct. Traffic /Air Quality and Water Quality fit into this category.
