5. Rural Character and Farmland Protection Work Group Update <br />Mission Statement: "Examine strategies and develop recommendations, if any, regarding <br />approaches for the protection of rural character and farmland in Orange County, taking into <br />account the comments from the public outreach process that is ongoing." <br />6. Public Hearing Notification Requirements <br />The options to address identified growth challenges in the areas of air and water quality, <br />environmental protection, open space preservation and traffic reduction can be implemented <br />through text amendments within our zoning and subdivision codes. <br />The zoning text amendments being proposed are different than the zoning atlas (aka map) <br />amendments that created watershed overlays in 1994. Text amendments employ the existing <br />zoning map designations and change only the text within the zoning booklet. The required <br />public notice provisions for legal advertisement by state law and Orange County regulations <br />differentiate between text and atlas amendments processes. <br />Text amendments (which are being proposed) require a notice in the newspaper. Planning <br />Staff recommends (with Administration and Board of Commissioners permission) the expansion <br />of the required newspaper notice provisions by printing a '/2 page (5 columns wide by 10.5 <br />inches deep) color ad, which includes a GIS picture clearly depicting the changes, as well as, a <br />written explanation. The notice will be printed in three local newspapers at least twice in the <br />timeframe required by law. The cost will be approximately $12,000.00. <br />In this manner, notification occurs within the countywide planning jurisdiction and other <br />interested parties that may be within adjacent municipal areas. This text change process does <br />not require an individual mailing and property posting to each property owner. This other <br />system occurs when a zoning map designation changes (e.g. Agricultural Residential (AR) to <br />Agricultural Services (AS) that could change the permitted uses on the land on a specific parcel <br />of land. <br />7. Timeline /Next Steps <br />To be discussed at the meeting. <br />FINANCIAL IMPACT: There is no direct financial impact associated with discussion of these <br />topics, There are no action items requiring formal Board decisions. <br />RECOMMENDATION(S): Planning Staff recommends that the Board discuss the topics listed <br />and provide appropriate direction to Staff. <br />
