Attachment 6 <br />shown on the attached map. There are areas in the Town of Hillsborough PSA that extend <br />greatly beyond the Town's extraterritorial jurisdiction (ETJ) and are under Orange County's <br />planning jurisdiction. Any proposed changes to the existing Agreement would have to be <br />sent to the approving parties for review and approval prior to any modifications occurring. <br />To ensure the land use and zoning density suitability for future development within Transition <br />Areas and those areas defined within the Primary Service Areas designated by the Water <br />and Sewer Management Planning and Boundary Agreement, it is necessary to determine the <br />feasibility of public water and sewer services which may permit a relatively higher density <br />development pattern than that of rural areas on individual well and septic systems. This task <br />force shall evaluate land use and related issues as it pertains to growth potential within the <br />urban influence of the Town of Hillsborough. <br />The successful implementation of a multi - jurisdictional task force will allow both the Town of <br />Hillsborough and Orange County to work together to establish reasonable service <br />boundaries. This presents the members of this Task Force the opportunity to demarcate a <br />boundary between urban and rural development, which will limit sprawl. <br />Various land use concerns go beyond the specifics of the land use map and include variables <br />such as relationships of uses to one another, impacts of land use on transportation and <br />natural systems, functions of park systems, and the quality of our development standards and <br />the visual impacts on the County. <br />Availability of water and sewer will assist in identifying those areas that may be considered <br />for growth. Since utility infrastructure is an integral part of any growth management plan, the <br />identification and understanding of which utilities may be available, as well as the potential <br />number of customers that may be serviced, needs to be addressed. <br />The need for additional residential and nonresidential development shall be studied. This will <br />identify the locations and types of uses that would be desirable both now and in the future. In <br />addition, appropriate land should be viewed as suitable sites for recreational and open space <br />facilities. <br />TASK FORCE MEETINGS AND RECOMMENDATION PROCESS <br />The timeline for the proposed task force is generally estimated to include the following <br />meetings: <br />MEETING ONE <br />Discussion of the Mission Statement: <br />MISSION STATEMENT <br />The Joint Orange County/Town of Hillsborough Urban Transition Area Task Force is charged <br />with analyzing the extent of the Hillsborough Portion of the Water and Sewer Management <br />Planning and Boundary Agreement, the defining document that sets forth responsibility for <br />Primary Service Areas (PSA) for different areas of the County, and recommending changes if <br />necessary. <br />
