This information is critical to the <br />current changes proposed to the Orange County Comprehensive Plan Land Use Element, <br />which provides growth management strategies to guide growth and development in the <br />County. The three areas of interest are the Town of Hillsborough limits, the Extraterritorial <br />Jurisdiction (ETJ) and the Orange County jurisdiction surround the ETJ. <br />Land use planning also involves identifying the demands for and coordinating the provisions <br />of other public services in the Transition areas and surrounding areas, including but not <br />limited to recreation, parks, schools, economic development, recreation and open space <br />areas. <br />Officials and Staff from Orange County, Chapel Hill, Carrboro, Hillsborough, and OWASA <br />participated in the development and approval of the Water and Sewer Management Planning <br />and Boundary Agreement that defines responsibility and Primary Service Areas (PSA) for <br />different areas of the County.
