ORANGE COUNTY 1 <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: January 22, 2019 <br /> Action Agenda <br /> Item No. 4-d <br /> SUBJECT: Alcoholic Beverage Control (ABC) Board Update Presentation <br /> DEPARTMENT: Board of Commissioners <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> Attachment 1: July 1, 2018 Alcoholic Clerk's Office, 245-2130 <br /> Beverage Control FY 2018-19 Travis Myren, 245-2300 <br /> Funding Memorandum Gary Donaldson, 245-2450 <br /> Attachment 2: ABC Board Annual Report <br /> and Work Plan 2018-19 <br /> PURPOSE: To receive a brief presentation from representatives of the Orange County <br /> Alcoholic Beverage Control (ABC) Board and to provide any feedback or questions. <br /> BACKGROUND: The ABC Board provides an annual update to the Board of Commissioners at <br /> the beginning of each calendar year. Keith Bagby, Chair of the Orange County Alcoholic <br /> Beverage Control (ABC) Board, and Tony Dubois, Orange County ABC Executive Director, will <br /> provide a brief presentation on ABC Board activities, operations, and external audit services <br /> update, and will also respond to any questions. <br /> Under North Carolina General Statute 1813-701, the ABC Board is required to distribute its <br /> entire net income after deducting amounts required for law enforcement and education and <br /> retaining proper working capital, to the General Fund of the County, which represents a <br /> financial benefit to the County. <br /> The ABC Contribution to the County's General Fund had been set at $400,000 up through FY <br /> 2016-17. Based on State-wide benchmarking of other ABC Boards' contributions to their <br /> respective governments, the County requested additional funding of $150,000 for FY 2017-18. <br /> The ABC Board approved an increase of $100,000 to the County's General Fund from <br /> $400,000 to $500,000 for both FY 2017-18 and FY 2018-19. Another $35,000 is being <br /> provided this year to fund an additional request, making this year's total $535,000. The ABC <br /> Board also set aside $83,128 to contribute to the Board Retiree Health Care Plan. The Board <br /> funded local Alcohol Law Enforcement agencies at $160,000 and increased the amount <br /> available for community Alcohol Education and Rehabilitation grants for schools and local <br /> community organizations to $244,000. The total distributions from the board for fiscal year <br /> 2018-19 are $1,022,128. <br /> FINANCIAL IMPACT: There is no financial impact associated with receiving the presentation. <br /> SOCIAL JUSTICE IMPACT: There is no Orange County Social Justice impact associated with <br /> receiving this presentation. <br /> RECOMMENDATION(S): The Manager recommends that the Board receive the presentation <br /> and provide any questions or comments. <br />
