Manager, ext 2307 <br />Elaine Holmes, Personnel, ext 2552 <br />Rosemary Summers, Health, ext 2412 <br />TELEPHONE NUMBERS: <br />Hillsborough 732-8181 <br />Chapel Hill 968-4501 <br />Durham 688-7331 <br />Mebane 336-227-2031 <br />PURPOSE: To present information on the analysis completed and actions underway to effect <br />the creation of an Animal Services Department/Bureau by early 2005, should that be the <br />decision of the Board. <br />BACKGROUND: At its work session on April 1, 2004, the Board of Commissioners considerec <br />the interim report of the Animal Shelter Operations Task Force recommending the transition of <br />the Orange County Animal Shelter from a contract outsourced to the Animal Protection Society <br />to direct County management through the establishment of an Animal Services Bureau or <br />County Department/Division. On April 20, 2004, the Board authorized County governance/ <br />management of the Shelter to be effective July 1, 2004, and on May 18 approved the County <br />staffing and employee transition plan necessary to begin County operation of the Shelter <br />effective July 1. <br />The Board agreed on April 20 to defer a decision on what specific farm -Bureau or County <br />Department -the new "Animal Services" organization would take until a later date in overall <br />transition planning. However, it was understood from Task Force recommendations and the <br />Board's discussion that "Animal Services" would encompass both animal sheltering and animal <br />control services under a single director reporting to the County Manager. <br />The Manager's Recommended Budget included the proposed new position of Animal Services <br />Director to supervise the new Animal Services Department. At its budget work session on June <br />17, as part of its discussion of organizational initiatives, the BOCC agreed to return to the issue <br />of governance and organizational structure for the Animal Services Department and to address <br />the Director's position in the fall after the formal transition of the Animal Shelter operation had <br />
