Manual <br /> The Applicant shall comply with the policies and procedures set forth in the Land and <br /> Water Conservation Fund Grants - in-Aid Manual published by the National Park Service , <br /> United States Department of the Interior . <br /> IX . AUDIT REQUIREMENTS <br /> A . The Applicant shall perform a financial audit annually in accordance with the requirements <br /> of the Single Audit Act of 1984 and OBM Circular A428 , " Audit Requirements for State <br /> and Local Governments . " <br /> B . The Applicant shall provide copies of the audit report to the State . <br /> X . MINORITY BUSINESS ENTERPRISE DEVELOPMENT <br /> A . The Applicant agrees to comply with the requirements of Executive Order 12432 , <br /> Minority Business Enterprise Development , which encourages greater economic <br /> opportunity for minority entrepreneurs . <br /> XI . FEDERAL ANTI-LOBBYING REQUIREMENTS <br /> A . The Applicant agrees to comply with the requirements of federal law (Sec . 319 , P . L . 101 - <br /> 121 ) , which prohibits the recipients of federal grants , cooperative agreements , loans or <br /> contracts from using federally appropriated dollars for the payment of persons for <br /> lobbying activities involving the securing of more federal dollars . The Applicant must <br /> provide a disclosure of the use of non- federal funds for these purposes . If any funds other <br /> id to persons for lobbying activities for more than federal appropriated funds will be pa <br /> federal dollars , the Applicant must complete and submit Standard Form LLL , " Disclosure <br /> Form to Report Lobbying , " in accordance with its instructions . <br /> XII . DEPARTMENT OF DEFENSE APPROPRIATIONS ACT <br /> A . The Applicant shall comply with Section 8136 of the Department of Defense Appropria- <br /> tions Act which provides that : " When issuing statements , press releases , requests for <br /> proposals , bid solicitations , and other documents describing projects or programs funded <br /> in whole or in part with Federal money , all grantees receiving Federal funds , including <br /> but not limited to State and local governments , shall clearly state ( 1 ) the percentage of the <br /> total cost of the program or project which will be financed with Federal money , and ( 2) <br /> the dollar amount of Federal funds for the project or program . " <br /> XIII . DRUG FREE WORKPLACE <br /> A . The Applicant shall comply with the requirements of the Drug - Free Workplace Act of <br /> 1988 (43 CFR Part 12 , Subpart D) . <br /> Page 42- <br />
