J <br /> March , 1995 Planning Group prepares alternative plans , including the following. <br /> • Status Quo Plan utilizing a conventional development approach . <br /> • Open Space Plans which utilize . <br /> o The Flexible Development approach under consideration by <br /> Orange County, containing general open space design <br /> principles as advocated by Randall Arendt and others ; and <br /> o The Rural Character approach under consideration by Orange <br /> County, containing general open space design principles as <br /> advocated by the Rural Character Study Committee . <br /> • Neotraditional Plan (village concept) utilizing principles advocated by <br /> Andres Duany and others . <br /> The Planning Applications 223 Class will be responsible for preparation of the <br /> above mentioned alternatives except for the Rural Character option. The <br /> Orange County Planning Staff will be responsible for preparation of that <br /> alternative . Each alternative plan will be accompanied by the an assessment <br /> of its advantages and disadvantages, and the impacts on the study area as well <br /> as the surrounding neighborhood (s) . <br /> April , 1995 Planning Group reviews advantages, disadvantages , and impacts of alternative <br /> plans and prepares recommendation on preferred alternative or combination <br /> of alternatives , including proposed changes to Town or County policies , plans <br /> or ordinances . <br /> May, 1995 Recommended plan presented to Town and County governing boards . <br /> The Planning Group may develop a more specific time schedule for completion of its work. Such schedule <br /> should include consideration of class availability (Spring Semester , 1994) and may provide for more than one <br /> meeting per month . <br /> Project Guidelines : In developing its recommendations , the Planning Group should be guided by the <br /> following: <br /> ` • General interests <br /> - Avoiding urban sprawl <br /> = Preserving protected watersheds and groundwater supplies <br /> - Encouraging bicycle and mass transit transportation in and between urbanized areas <br /> - Protecting and preserving farmland and open space <br /> = Developing an appropriate mix of residential and nonresidential development <br /> - Encouraging fiscally responsible development <br /> = Involving neighborhood residents in the planning process <br /> - Diversifying the revenue base of the Town and the County <br /> • Specific Planning Area interests <br /> - New town concept and service delivery <br /> - Site for new school and community park <br /> - Impact accommodation <br /> - Development along utility line extension and potential for urban sprawl <br /> = Preservation of open space <br /> - Need to share information and data <br /> In addition to the interests outlined above , the Planning Group should consider recommended changes to the <br /> Cooperative Planning Agreement between Orange County and the Town of Hillsborough. <br />
