There is outstanding work yet on the notion <br /> about waste collection and the big piece of outstanding convenience centers . I don' t <br /> think there is any reason to stop that work . There is every reason to proceed to finish <br /> that public as a stand-alone set of <br /> that work, have a recommendation and either bring <br /> issues to discuss and get public feed back or bundle it. <br /> After that staff could take the reports, do our best work on the regulatory measures, <br /> take the financial analyses and create the draft plan and bring it back for SWAB <br /> discussion, work group discussion and once it has been a little more shaped, as a <br /> ough the municipalities and then to public <br /> whole for public discussion both thr <br /> hearing . <br /> Going the second route would take away some of the detailed discussion but would <br /> speed the process up and would enable a much more timely completion that is only <br /> one year late instead of two years late . That would not only be to get our ticket <br /> punched by the State but would end up with some substantive document that would <br /> have value and provide the county with direction. The first path is more deliberate <br /> and detailed and longer and the second path is possibly a little more streamlined and <br /> itially drop out but there is ample opportunity <br /> a few of the details may in for public <br /> review . <br /> Vickers states that the sooner we get a document the quicker the process will finish . <br /> The more we go over the same territory we have to re- educate more people because <br /> the committee' s makeup changes with time . Those basic decisions <br /> have to be made and I am not sure that they have been made yet. That is what the <br /> work group is working on, but I don' t think there is a consensus on what we are <br /> going to do about expansion of curbside recycling or the possibility of extending <br /> vendor pickup through a franchise system .
