Minutes - Regular Meeting <br /> Solid Waste Advisory Board <br /> February 5, 2009 <br /> Approved March 5, 2009 <br /> Wilson states that the County is responsible for providing a disposal opportunity, a <br /> facility for its partners . In turn, its partners have pledged the waste that they collect <br /> will be delivered to that facility . <br /> Sassaman asks if it has to be in Orange County . <br /> Wilson replies he doesn ' t recall if it has to be in Orange County or not but thinks it <br /> was the implication . <br /> Spire states that it is part of the State law that the county is responsible for the <br /> disposal of the waste . <br /> Howard notes that the intent of the law is that the County will provide disposal <br /> facilities . <br /> Wilson notes it doesn' t preclude building it and having a private company run it. <br /> Hauser states that when the interlocal agreement was made we were operating a <br /> landfill and when we were making money operating a landfill . All the economics <br /> have changed . It' s not like we have a facility and we just have to operate it we now <br /> have to spend another $10 million to build a new facility plus we have to operate it. <br /> Since life has changed, somehow the nature of the agreement has to change . <br /> Wilson states that the agreement speaks to a transfer station as well . It assumes a <br /> transfer station . <br /> Hauser states that now we have on the table some numbers that on a ten year <br /> assumption it will cost $50 - $ 70 per ton to operate our waste transfer station . The <br /> vendors will do it cheaper . The question is do we go ahead build this interim thing or <br /> should we first look at the vendors and let the vendors handle it for us until we the <br /> County decides where we want to go long-term . My guess is make our decision <br /> about waste- to -energy we will realize that Bingham Township is not the place for a <br /> waste transfer station . <br /> Sassaman says I agree that Bingham is not the place for a waste - to-energy facility . <br /> Hauser clarifies she means it is not the place for a transfer station <br /> Spire notes that Chatham and Orange looked at a jointly owned facility in Bingham in <br /> the past fifteen years . <br /> 10 <br />
