Minutes - Regular Meeting <br /> Solid Waste Advisory Board <br /> April 3, 2008 <br /> Approved May 1, 2008 <br /> Tipton states that the recyclables processing there was a cell with a recommendation <br /> to move forward on that. <br /> Pollock notes that the short term plan shows more commingling and the labor saved <br /> from not processing was to be devoted to collecting more recyclables . <br /> Tipton then notes that the next thing is saying the [issue of] rural residential is still out <br /> there for discussion. The next is the drop off centers [which] are still out for <br /> discussion . The commercial/ non-residential waste and recycling collection is that <br /> county, city, is it waste and recycling? I ' m not clear on that one . <br /> Pollock states that it incorporated all the governments ' activities and the private <br /> activities, so trying to summarize and put it in one cell in a table limited that amount <br /> we could detail . At the time this memo went out, what we were trying to convey was <br /> those were the pieces that were being worked on last week . That could become part <br /> of action pending in the sense that it was clear in our next communication with the <br /> work group we will define the waste part, as there seemed to be a consensus among <br /> the work group to let commercial garbage continue to be collected as it is now . [This <br /> would] separate out the part about recycling and provide essentially an option that <br /> was going to be a publicly financed and operated recycling program but also leave <br /> some sub options in there [about how this could be practically done] . For example, <br /> now most businesses have cardboard recycling dumpsters but markets have changed <br /> enough so most paper could also be put in there . Should a sub option be to look at <br /> that as a sub option for recycling or should the County take it over or franchise that <br /> element in what would otherwise be a publicly controlled or operated <br /> Tipton states that I would recommend that the waste part should be separate from the <br /> recycling part, as decisions have been made on waste . <br /> Consensus is achieved on this by SWAB . <br /> Vickers notes there seems to be no cost savings for franchising commercial waste, but <br /> possibly for residential or commercial rural waste . <br /> Pollock states that it is fair to state where the work is and isn' t in the document going <br /> forward . Bear in mind this memo was prior to making that decision . We will <br /> separate the decision on commercial, show there is not a lot of potential savings and <br /> the recycling piece will have some further analysis on commercial . Action is needed <br /> on rural residential collection that is integrally related to the option of charging at the <br /> convenience centers . Without a charge at the centers or prepaid collection like <br /> recycling there is no good price savings likely from franchise . <br /> 5 <br />
