Solid Waste Advisory Board-- Regular Meeting <br /> October 10 , 2002 <br /> Government Services Center <br /> Approved January 9, 2003 <br /> replied that the Blackwood Property was specifically ruled out in the interlocal <br /> agreement and further, it was too small a site on which to develop a lined landfill . <br /> Jeff distributed an Availability Fee Calculation Summary, which showed proposed <br /> service fees for residents, multifamily dwellings , and other fees with and without <br /> expanded recycling . A discussion followed, with the consensus of the board that the <br /> majority of this proposed revenue would be an item that the Orange County Board <br /> of Commissioners would be responsible for, especially the fee structure . The SWAB <br /> endorsed the concept of levying fees on all potential system users including <br /> churches, schools, and other not-for-profit organizations . The SWAB further <br /> endorsed the concept of a tiered availability fee for non-residential properties based <br /> on the potential level of service . The staff is to propose a system for levying this type <br /> of fee . <br /> Jan Sassaman asked Jeff to have a more comprehensive plan review for the work <br /> session on October 23 and a property tax-based financing model to review for the <br /> next meeting . <br /> 3 Programs/Services Update . Gayle reported to the board that the ordinance for <br /> permits and licensing for the landfill have gone into effect . So far, the problems <br /> have only been minor and have been resolved . <br /> Gayle also reported that the property owner of Hillsborough Commons (Wal <br /> Mart) asked that the drop -off-recycling site there be removed . [Staff Note : At the <br /> time of the meeting, this was not totally resolved . It has since been determined that <br /> the site will definitely be removed in the near future . A replacement site is being <br /> sought. ] <br /> 4 Other Business . Remus asked for information regarding new wood (or yard <br /> waste) incinerators . Gayle stated that they are called air curtain burners and they <br /> are clean burners and burn very quickly .
