Joe Cook, Jeff Hughes, Paul Laughton, (Budget Office) <br /> Vimalanard Prabhu, and Rod Visser <br /> Remus Smith asked to add an item to the agenda . The item was added at the end under <br /> discussion of New Business , <br /> 1 . Adoptions of Minutes from September 12th, 2002 . It was motioned by Bill Rehm, <br /> seconded by Remus Smith that the minutes of September 12, 2002 be adopted with <br /> noted corrections . <br /> 2 . Alternative revenue options . Jeff Hughes gave a thorough, detailed explanation of <br /> the revenue options for the ten-year plan and showed a formatted 10 -year summary <br /> focusing on individual program short falls / surpluses . He of expenditures / revenues focus <br /> explained, in response to board inquiry, the various items of the cash flow from <br /> 2001 -02 to 2010-11 . The SWAB was especially interested in how the numbers were <br /> calculated and how contingency was computed at 5 % . It was noted that the waste <br /> transfer station is scheduled to open July 2009 . Questions were asked and comments <br /> were made regarding the transfer station and the material recovery facility . Jeff <br /> noted that there are still some errors in the report and they will be corrected by the <br /> work session (to be held October 23) . <br /> A discussion was held about the potential uses of landfill gas and how it was to be <br /> treated e . g ., , by flaring, venting, etc . <br /> Al Vickers raised a question about whether the same type of diversion could be <br /> accomplished without a MRF, as the BOCC did not appear to be strongly in favor of <br /> a MRF . Staff response was that a case would be put forward that showed the level of <br /> diversion that could be achieved with no MRF and current level of programs <br /> expanded only to accommodate new growth in those areas, e . g. , residential curbside <br /> recycling . <br /> Bonnie Norwood raised the question of whether it would be possible to site another <br /> landfill in Orange County, especially at the Blackwood Property .
