Minutes - Regular Meeting <br /> Solid Waste Advisory Board <br /> February 13, 2003 <br /> Approved March 13, 2003 <br /> Pollock states that if we can figure out the parts of the general statutes that pertain to <br /> who can opt in or out it also accomplishes flow control . Why would a private hauler <br /> take waste anywhere else if the customers ' fees were prepaid at the landfill . <br /> Prete states that it may not totally eliminate tipping fees because the University may <br /> have a tip fee to pay . <br /> Sassaman states that it was specifically stated that the University would be negotiated <br /> separately . <br /> Wilson states that it' s likely that the tip fee for the University would be less than it is <br /> now . It would basically reflect the cost of disposal without recycling costs because <br /> they have their own recycling program . Out- of-county waste would not be an issue <br /> because there is an ordinance that prohibits out- of-county waste from the Orange <br /> County landfill . <br /> Tipton states that the University would be fee / usage based even if there was an <br /> enhanced materials processing center . <br /> Rehm states that given a prepayment of services by fee, except for solid waste <br /> collection, and there is an issue w/ C &D , and that we ' d be assessing everything as some <br /> fraction or multiple of a standard single family and we ' re getting rid of the tipping fee, <br /> is the lawyer saying there ' s something in that [set of actions] or there is some <br /> consequence of doing that? [It wasn ' t something substantive in the option„ but the <br /> manner in whichit ' s being done] . <br /> Prete states that he was looking at the institutional structure of a sanitary district . <br /> Wilson states that he thinks Geoff was saying that he reviewed the Virginia model, <br /> which required utilization of a sanitary district in order to implement this type of fee <br /> system . Therefore he looked up sanitary district in North Carolina law and saw that it <br /> was legal but not practical because there is no way the Commissioners are going to <br /> allow a separate elected board with taxing authority to exist . <br /> Rehm states that we have different classes of users within the county and I thought that <br /> was how we got into the sanitary districts . If you live in the unincorporated area and <br /> don' t have curbside service the fee should be less ? <br /> Vickers states that recycling would still have the collection component . <br /> 4 <br />
