The report summarizes the findings of the work group and offers a proposed
action plan for the group and for Orange County . The group developed the
following set of goals :
Short- term : Research the advantages and disadvantages of the various
alternative fuel vehicle options . Use that information to apply for a state
Division of Air Quality Mobile Source Emissions Reduction Grant that would
cover some of the costs associated with purchasing multiple AFVs during
fiscal year 2001 .
Intermediate Term : Explore the possibility of acquiring an alternative fuel
bus , continue replacing gasoline vehicles with AFVs as appropriate , develop
the educational component of the county 's AFV program , and coordinate with
other local bodies through the newly formed Triangle J Clean Cities Program .
Long - term : Minimize emissions from the county 's vehicle fleet and maximize
the fleets fuel efficiency .
Stancil said the goals are consistent with the series of air quality resolutions
passed by the BOCC over the last year and a half and with the provisional
goals still being finalized by the Shaping Orange County "s Future Task Force .
The work group 's goal is to acquire vehicles through the mobile source
reduction grant program due December 31 to the NC Division of Air Quality
( NCDAC ) , primarily for cost differential between the normal purchase price of
several vehicles that would be replaced and an alternative fueled vehicle .
The County might consider purchasing 5 or 6 compressed natural gas
vehicles and one or two electric vehicles . NCDAC prefers dedicated vehicles
instead of bi -fueled vehicles .
The second part of the report addresses infrastructure , and is a current goal
of the mobile source reduction program . The report recommends asking for
assistance in constructing a natural gas fueling station and electrical
recharging area at the Public Works facility in Hillsborough . Also , training for
mechanics that would service the vehicles . Stancil thanked the work group
for the excellent work and will report back after the BOCC receives the report .
VII . Updates
Stancil reported on that the final report on Sustainability has been received
and will be presented to the BOCC . The BOCC is expected to refer the report
to the CfE for its review and recommendations on ways to incorporate
DRAFT CFE 10/09/00 Minutes Page 4 of 7
L: \Carol\CFEMIN\CFE NOVNMrichrevised . doc
