t. <br /> Land River Park Advisory Committee 16 <br /> November 2, 2000 <br /> Caldwell Community Building <br /> MEETING SUMMARY <br /> Members Present : Lee Beck, Margaret Brown , Mard Campbell , Tom Campbell , Steve <br /> Hiltner, Becky Heron , Loraine Kohorn , Liz Pullman , Ellen Reckhow and Kim Watkins , <br /> Staff Present : Bob Jones , Jane Korest and Rich Shaw . Also , Mike Giles—incoming staff <br /> member for Durham City/ County Planning Department . <br /> Following introductions , Rich Shaw reviewed the charge of the committee as was <br /> conceived by the project partners —Durham County , Orange County , Triangle Land <br /> Conservancy and Eno River Association . Shaw explained that the committee has been <br /> asked to develop recommendations related to the future us . s , design and facilities for the <br /> Little River Regional Park and Natural Area . Those recommendations will be presented <br /> to the Durham and Orange boards of commissioners for approval and implementation . <br /> Shaw asked committee members how they would like to operate during future meetings . <br /> Members decided to have Staff facilitate meetings rather than electing a chair , however, <br /> LRPAC members would decide on the topics for future meeting agendas . Decisions by <br /> the committee will be made by majority vote . <br /> Jane Korest provided an overview of the future park site . She described the landscape , <br /> gland- use history , surrounding land uses , and biological and archeological resources found <br /> on the property . <br /> Rich Shaw then reviewed the project purpose , noting that the local governments and non - <br /> profit partners intend for the park to be available only for low -impact recreation , <br /> including hiking , picnics and nature study . Shaw explained that two state grants awarded <br /> for land acquisition place certain conditions for the future use of the property , and that <br /> those restrictions are consistent with the intended use . <br /> Shaw reported that the 306 acres will be purchased on November 7 , 2000 . The remaining <br /> 85 acres ( all in Durham County) is expected to be purchased by July 2001 , following the <br /> completion of a fundraising campaign by the Eno River Association and Triangle Land <br /> Conservancy . Park development is anticipated within two years , pursuant to a grant of <br /> $ 262 , 000 from the Land and Water Conservation Fund . The majority of the grant funds <br /> are for park development , a small portion was earmarked for further land acquisition . <br /> Committee members discussed the proposed uses of the park , including the potential for <br /> hiking trails , mountain biking , horseback riding and tent camping . They discussed the <br /> need for community input on what kinds of trails should be established . Also , the likely <br /> need of county policies covering what will and will not be allowed in the park . For <br /> instance , there should be a policy on whether- dogs should be kept on a leash .
