+ 4444 <br /> tom- ' <br /> dd <br /> It <br /> M S <br /> 1 � 1 <br /> h <br /> The Water Resources Committee of the Commission for the Environment was formed <br /> during the year of 2001 . As this committee did not exist in previous years, no prior set of <br /> goals and objectives were developed. The following section provides narrative that will <br /> be used to develop goals and objectives for the 2002 State of the Environment report. <br /> Orange County' s water resources are generally adequate for current needs and for decades <br /> into the future . Further, because we are located at the headwaters of the river systems in <br /> the County, ground and surface water quality is relatively good . However, management <br /> of water supply and wastewater collection and disposal are of growing importance in <br /> Orange County. As the urban population of the County continues to grow, it is expected <br /> that areas currently served or to be served by public water supply and sewage systems <br /> will cause strains on both water yields and ambient water quality. Rural areas of the <br /> County beyond these service areas are also expected to experience unprecedented growth, <br /> possibly placing strains on both yields and quality for private and small community <br /> groundwater supplies . Managing these utilities , particularly the smaller ones , is difficult <br /> because of limited quality of supervision and inadequate capacity of the state regulatory <br /> agencies . <br /> In 1992 , the BOCC created an ad hoc Water Resources Committee to develop a long- <br /> range study and planning process to identify and address the impacts of various land uses <br /> and waste treatment options on the quantity and quality of ground and surface water <br /> resources in Orange County, so that these impacts can be factored into long-range <br /> planning . Its final, March 17 , 2001 , report provides a foundation for initial efforts to both <br /> understand and plan a strategy for managing potential water supply and wastewater <br /> disposal problems in the County. A summary of the WRC recommendations , comments <br /> upon them by the County Board of Health, along with comments from the CfE are <br /> attached to this report . <br /> GOAL 1 : DEVELOP A SET OF COALS AND OBJECTIVES FOR THE 2002 STATE <br /> OF THE ENVIRONMENT REPORT <br /> 25 <br />
