• The CfE, with assistance from the AFLEV and ERCD , will evaluate the <br /> cumulative County vehicle fleet impact on air quality and identify target areas for <br /> reduction . <br /> • The CfE, with the assistance from the AFLEV and ERCD , will conduct further <br /> research on the use of alternative fueled and electric vehicles in the County fleet . <br /> • The AFLEV workgroup , CfE, and ERCD will develop a plan and <br /> recommendations for long-term alternative fuel vehicles and low- emissions <br /> vehicle purchases , including provisions to ensure that emissions reduction gains <br /> are not offset by purchases of high emissions vehicles in other departments . The <br /> plan and recommendations will be included in 2002 State of the Environment <br /> report . <br /> GOAL 4 : EXAMINE AND ADDRESS LIGHT POLLUTION ISSUES IN THE COUNTY <br /> Objective 1 : Draft an Orange County light pollution ordinance <br /> Activities and Progress During 2000/2001 <br /> Y <br /> The CfE initiated work on light pollution, collected <br /> background information, and met with a representative of <br /> the International Dark- Sky Association . <br /> • On November 7 , 2001 a meeting was held between CFE and Planning Board <br /> representatives , with Planning and ERCD staff attending, which included an <br /> information session about light pollution and discussion of possible approaches to <br /> ordinances in Orange County. There was general agreement to proceed with <br /> development of an ordinance, with Planning Staff taking the lead . Those present <br /> also favored additional action regarding outreach to other stakeholders (the <br /> municipalities , UNC , power companies , astronomers) , to be taken by staff and <br /> CfE representatives over the next two months . <br /> Status <br /> • Planning Department staff has begun working to draft an Orange County light <br /> pollution ordinance for recommendation to the BOCC , tentatively in Spring of <br /> 2002 . <br /> Plans for 2002 to Address the Goal <br /> • The CFE will continue to work on this goal , consulting with Planning staff on <br /> ordinance development and developing initiatives for outreach to stakeholders . <br /> 18 <br />
