Status <br /> • Plans to join the Cities/Counties for Climate Protection Program were suspended <br /> until further information on the benefits can be obtained from local governments <br /> that are members . <br /> • The CFE Air Quality Committee intends to increase its activities on this <br /> obj ective . <br /> Plans for 2002 to Address the Goal <br /> • The CFE air quality committee has identified numerous tasks that must be <br /> performed to address this BOCC goal . The CFE will request assistance from the <br /> ERCD ' to complete these tasks . <br /> • Opportunities for joining with other local governments in joint initiatives for <br /> clean air will be identified and evaluated . <br /> • Strategies will be developed and evaluated for creating a County air quality <br /> component to deal with planning and enforcing local air quality initiatives <br /> involving such issues as open burning and mobile source emissions . <br /> • Potential strategies for involving the NC Division of Air Quality, the NC Division <br /> of Motor Vehicles and the NC Division of Highways , as applicable, will be <br /> developed, evaluated, and operationalized in an effort to enforce existing statutes <br /> and encourage the development of new and more effective statutes addressing <br /> mobile source emission reductions from large and heavy duty trucks . <br /> • The CfE with assistance from the ERCD and the Division of Forest Resources <br /> will explore the process for designation of air quality critical counties and <br /> consistency with proposed air quality rules . <br /> • The CfE will determine the status of air quality monitoring in the County, <br /> potential expansion of monitoring by the N . C . Division of Air Quality particularly <br /> for ozone in Chapel Hill/Carrboro , and will develop appropriate recommendations <br /> to the BOCC . <br /> • The CfE will investigate development of standards by the County to address open <br /> burning, both through the land subdivision process and the land- clearing process , <br /> considering environmental and health issues , and provide recommendations to the <br /> BOCC . <br /> GOAL 3 : REDUCTION OF THE IMPACT OF THE COUNTY VEHICLE FLEET ON <br /> AIR QUALITY <br /> Objective 1 : Examine the emissions impact of the County vehicle fleet and take steps to <br /> lower emissions through the purchase of alternative fuel and low emission vehicles . <br /> (Related SOE Report goal - reduce the impact of the County' s vehicle fleet on air <br /> quality . ) <br /> 16 <br />
