A few <br /> corrections were suggested and noted . A final version will be included in next meeting <br /> agenda packet . <br /> III . Resolution Concerning Non - Member Participation <br /> Tucker introduced the possibility of allowing other members of the public to participate in <br /> CfE meetings or work groups . Stancil explained the procedures for making amendments to <br /> the membership section of the CfE Rules of Procedure ( Article III , Section A ) . He explained <br /> that any proposed amendment to Rules of Procedure would need to be in accordance with <br /> the procedure described in Article VI ( Amendments ) , which states that proposed <br /> amendments " shall have first been presented to the membership in writing at a regular or <br /> special meeting preceding the regular meeting at which the vote is taken, and provided <br /> further, that any amendment shall be reviewed by the BOCC. " <br /> CfE members discussed the idea of allowing non - member participation , reasons for doing <br /> so , and possible criteria to consider , including the following : <br /> • Identify expert candidates <br /> • Different perspectives <br /> • Time frame/ term of service ( as needed , but not longer than 1 year ) <br /> • Pool of experts willing to be called on from time to time <br /> • " Friends of the CfE " <br /> • Advisors or persons to assist with special projects <br /> • Work Groups such as students <br /> • See this happening in the next 12 - 18 months <br /> • Screening process at CfE discretion <br /> • CfE retains final decisions <br /> • Non - voting participants <br /> • Empower committees to seek expertise and / or outside advice <br /> • Recognition incentives <br /> Stancil noted that as the previous Water Resources Committee completed its work , there <br /> had been a similar use of ex - officio participation . <br /> Tucker asked for volunteers to work on drafting a resolution incorporating the ideas <br /> presented and asked staff to email the example of the previous WRC . Wachholz and Tucker <br /> volunteered to draft a resolution for December presentation and January action by the CfE . <br /> IV. Election of Chair and Vice - Chair <br /> Elections were held as required by the Rules of Procedure of the CfE . The members <br /> discussed nominations .
