Air Quality <br /> Objectives. <br /> • Examine the emissions impact of the County vehicle fleet and take steps to lower emissions through the <br /> purchase of alternative fuel and low emission vehicles <br /> • Review the N . C . Division of Air Quality' s Emissions Inventory for the County, and identify initiatives at <br /> County level that could be pursued to address air quality concerns <br /> • Work with the State of North Carolina and other local governments to reduce emissions and adequately <br /> monitor air quality in the County <br /> • Examine Light Pollution Issues in the County <br /> Progress and Plans <br /> • The Alternative Fuels and Low Emissions Vehicles (AFLEV) workgroup was formed <br /> • A Mobile Sources Emissions Reduction (MSER) grant was developed and submitted to the State but was <br /> not funded . The CFE is currently identifying other potential funding sources for AFLEVs . <br /> • An Ozone Air Quality Action Plan was developed in 2000 and is being implemented by the County <br /> The Committee is working to clarify the role that the County can play in addressing air quality-related <br /> transportation issues in the Triangle region <br /> • The County Board of Commissioners has been proactive in the area of air quality, having joined the <br /> Triangle Clean Cities Coalition in 2001 and having approved a plan to join the International Council for <br /> Local Environmental Initiatives in 2002 <br /> • The CFE initiated work on light pollution, collected background information, and met with a <br /> representative of the International Dark- Sky Association and is working to draft an Orange County <br /> ordinance for possible recommendation to the BOCC . <br /> Environmental Indicators and Education <br /> Objectives: <br /> • Adopt and implement a farmland preservation plan <br /> • Update and maintain the Natural Areas Inventory <br /> • Commit funds to developing bikeways according to the Bicycle Plan of the Bicycle Plan Task Force <br /> • Commit funds to completing a report on sustainability indicators <br /> • Commit funds to public outreach, for educating the public on the need to plan for the County ' s <br /> environmental future and for building support for tools and methods <br /> • Develop a cohesive plan for the protection of open space and adopt a resolution regarding specific actions <br /> on the preservation of open space . <br /> • Evaluate the environmental impact ordinance in terms of the environmental indicators used to determine <br /> compliance <br /> • Review the cost and benefits of a Cost of Community Services Study (COCS) <br /> 5 <br />
