Halkiotis , Chair Orange County Commissioners 208 South Cameron Street Hillsborough , NC 27278 Dear Commissioner Halkiotis , Please find enclosed for your review the Commission for the Environment - Progress Report for 2001 . This biannual interim report documents the progress of the Commission for the Environment ( CFE ) since the 1St State of the Environment Report ( February 18 , 2000 ) . This interim report presents the goals , objectives , and current status of each of the following CFE committees : Air Quality , Biological Resources , Environmental Indicators and Education , and the newly formed Water Resources Committee . The 2nd State of the Environment report will be developed and presented in late 2002 . The CFE is committed to working hard to ensure a bright and healthy future for the environment in Orange County . The CFE accomplishes the majority of its work through the CfE committees , which are the workhorses and think tanks of the CFE . The success of the CFE depends on the effectiveness of these committees . The CFE currently has only 12 members even though it is allowed to have 15 citizen members . Each committee is most effective when composed of a minimum of four members ; however , we are unable to meet this desired target of members per committee with only 12 members . The CFE recently created the Water Resources Committee (to address ground and surface water issues ) , thereby expanding the CFE to four active committees . As a result of this expansion and in light of our objectives for 2002 , there is an even greater need for us to have a full set of members . We ask that the BOCC appoint three new members to the CFE as soon as possible so that we can effectively fulfill our objectives and make great progress over the next few years . 2
