Adopted 5/ 14/96 <br /> Revised 6/9/97 <br /> WATER RESOURCE QUANTITY AND QUALITY <br /> GOAL : DEVELOP A LONG RANGE STUDY AND PLANNING PROCESS TO IDENTIFY <br /> AND ADDRESS THE IMPACTS OF VARIOUS LAND USES AND WASTE <br /> TREATMENT OPTIONS ON THE QUANTITY AND QUALITY OF THE GROUND <br /> AND SURFACE WATER RESOURCES OF ORANGE COUNTY SO THAT TBESE <br /> IMPACTS CAN BE FACTORED INTO THE LONG TERM PLANNING PROCESS . <br /> . . <br /> A:TUB:; <br /> R: <br /> This initiative represents an objective first included among the Commissioners ' goals for 'FY 1993 94 . The <br /> revised Plan of Action reflects an extended time period within which to complete work on this goal . The <br /> extension is due primarily to the amount of staff time required to address issues and goals which have <br /> required extensive use of GIS , and , most recently the plans to launch a multi-year Phase H of the <br /> Ground Water Resource Investigations effort. Phase I, a report on ground water recharge rates in <br /> the county, was completed in October, 1996 . Data collection is a continuing part of the project, with <br /> all new wells and septic tanks in the county now accurately located with GPS ( Global Positioning <br /> System) receivers . This data resource will allow for future GIS mapping and coverages . As a service <br /> to county citizens , the Ground Water Center began operation in July , 1996 . Housed in the Soil and <br /> Water District office, the Ground Water Center will answer or forward citizen inquiries and questions <br /> about ground water issues . <br /> BACKGROUND & OBJECTIVES <br /> On August 17, 1993 , the Board of Commissioners adopted the Water Resource Quantity & Quality goal <br /> which included the objectives listed below. <br /> Objective 1 <br /> Develop a public information and public feed - back process which will serve to inform the public as to the <br /> need for ground- water protection and the purpose and nature of proposals for the County's ground - water <br /> protection process, and which will stimulate public input into the efforts to develop protection strategies and <br /> to collect important anecdotal ground- water information . <br /> Objective 2 <br /> Begin the process of collecting all available and pertinent data related to the availability of ground- water <br /> supplies and to various human and land use activities recognized to have potential impacts on ground- water <br /> quality so that the data may be assessed as to its reliability and utility, then rendered into a form where it <br /> may be entered into an electronic or GIS database. <br /> Objective 3 <br /> Finalize recommendations to the BOCC as to additional ground- water investigation activities and <br /> associated staff and funding commitment necessary to complete development of an integrated ground-water <br /> resource data base sufficient to analyze the interrelationship of existing ground-water quality and quantity, <br /> physical environment, land use and conditions/activities having potential to impact adversely on future <br /> 6 Wow <br /> 009 <br />
