As members of the International Council of Local Environmental <br /> Initiatives ( ICLEI ) and the Cities for Climate Protection program , the three local governments <br /> have jointly committed to undertaking an inventory of greenhouse gas emissions and an <br /> action plan to effect reductions in emissions . The Boards agreed to pursue the project with <br /> the County ' s Environment and Resource Conservation Department serving as project <br /> coordinator , and asked the staffs to develop a scope of work for the project and solicit <br /> qualified firms through a Request for Qualifications . This was done in late 2003 and early <br /> 2004 by the staffs of each jurisdiction . After meeting to review qualifications , and ask/ receive <br /> answers to clarifying questions , the staff work group unanimously agreed to recommend <br /> ICLEI Energy Services ( IES ) of Toronto as consultant . <br /> Over the last six months , the staff work group has developed a proposed Memorandum of <br /> Agreement ( MoA ) between the jurisdictions that outlines the project cost shares and <br /> responsibilities , and a draft contract with IES for the work ( both attached ) .
