Uu
The current draft proposal would require a solid waste plan if the cost of the
project is $ 50 , 000 or more , however that would not exclude ordinance
compliance for other situations . A detailed survey of the landfill found that
60 % of the trips to dump C &D materials were delivered by small pickup
trucks and amounted to 40 % of the landfill volume . A comprehensive plan is
being prepared for handling materials such as land clearing waste , clean
wood waste , metals , dry wall and carpet matting . The need to begin
implementation of various options to manage C&D waste debris for
developers , builders and citizens was noted as important . It was suggested
that some larger contractors may be disposing C&D material out of the
county .
Stancil pointed out the Summary of Recommendations on page three of the
report . Rafalow suggested that a list of vendors be made available to
residents .
CfE members agreed to submit comments on a proposed draft resolution to
staff and requested that a draft come to the CfE in October for finalization
and adoption .
vim " Regional Greenprint"
Stancil noted the plans for a " regional greenprint" proposal , which would tie
together existing plans for protecting open space across the region and
develop new plans where they do not exist . County staff is
participating in the plans for this proposal .
Stancil introduced Ben Hitchings from Triangle J Council of Governments .
Hitchings described the project as addressing green space on a six- county
level : Orange , Chatham , Durham , Wake , Lee and Johnson counties .
According to statistics from Natural Resources Conservation Service there are
approximately 50 acres lost daily to development in the Triangle area of these
six counties . Protecting important natural areas across the region is
becoming urgent .
Hitchings noted the significance of local programs such as the Lands Legacy
program and how they play a leading role in protecting the natural and
recreational areas upon which our communities depend . The intent of the
greenprint is to build on existing plans such as Lands Legacy , where they
exist . The regional council of governments is working with non - profit
DRAFT CFE 9/ 11 /00 Minutes Page 4 of 8
L :\Carol\CFEMIN\91100cfeFIN AL. doc
