Fortmann suggested ( via email ) that the CFE draft a resolution <br /> recommending that the BOCC implement regulations addressing open burning <br /> as soon as possible and that the County attempt to work with developers to <br /> help minimize and eliminate open burning of debris from site clearing . This <br /> type of burning was noted as a significant air quality issue that needs to be <br /> addressed . Tucker noted some of the alternatives to open burning for <br /> handling waste wood . <br /> Stancil stated that the county now has the authority to comprehensively <br /> address the open burning issues through C &D waste recycling ordinance . The <br /> CfE discussed the draft ordinance regulating recyclable waste materials and <br /> licensing the collection of solid waste in Orange County . <br /> v . C & D Recycling Task Force Report <br /> Stancil provided a synopsis of a draft ordinance that was included in the <br /> Construction & Demolition Task Force Report : <br /> • Possible methods for disposal of recyclable waste material ; <br /> • Recyclable waste includes recyclable construction and demolition waste , <br /> yard waste , corrugated cardboard , non - reusable wood waste , and other <br /> materials as may be designated as such by amendments to this <br /> ordinance ; <br /> • All recyclable waste generated in Orange County shall be recycled . It is a <br /> violation of this ordinance for any person to dispose of recyclable waste <br /> except as permitted in this ordinance . <br /> Stancil then introduced Gayle Wilson , Solid Waste Director . Wilson noted that <br /> the current C & D landfill is filling up and as the County seeks a new site other <br /> means for C &D waste disposal are being considered , such as recycling . A <br /> large percentage of the C &D waste stream can be recycled , which could <br /> postpone the need for a new C &D landfill site . The task force was created to <br /> explore these possibilities of recycling C & D wastes . He noted that <br /> construction materials are more easily separated and recycled than <br /> demolition debris . The majority of waste materials are from new construction <br /> verses demolition .
