ORANGE COUNTY COMMISSION FOR THE ENVIRONMENT <br /> Summary of Meeting September 11 , 2000 <br /> Held at Orange County Southern Human Services Center, <br /> Chapel Hill , NC <br /> Members Present : Cara Crisler, Julie Tucker, Annette Jurgelski , Mark Smith , <br /> Richard Pratt, Lee Rafalow, Loraine Kohorn , Hervey McIver . <br /> Excused Absences : Laura Cotterman , Roy Fortmann , Dan Okun , William Glaze . <br /> ' Guests : Ben Hitchings , Gayle Wilson , Deborah Gross <br /> Staff Present : David Stancil , ERCD Director, Carol Crawford , ERCD Administrative <br /> Assistant . <br /> I . Call to Order . <br /> Crisler called the meeting to order at 70. 35 p . m . . <br /> II . Additions or Changes to Agenda . <br /> Stancil suggested adding an item prior to the breakout sessions on an <br /> appointment to the Intergovernmental Parks Work Group . The Commission <br /> agreed to add this as Item # X . <br /> III . Approval of Minutes (August 14, 2000 ) . <br /> MOTION : Tucker made motion to approve the August 14 , 2000 minutes with <br /> noted changes by Kohorn . Seconded by Kohorn . <br /> VOTE : unanimous . <br /> IV . Open Burning Issues <br /> Stancil gave an overview of Open Burning issues , including recent media <br /> coverage of the Lake Hogan Farm situation and legislation recently adopted <br /> by the General Assembly . <br /> In July , the General Assembly ratified a bill giving Orange County authority to <br /> regulate and prohibit the open burning of trees , limbs , stumps and <br /> construction debris .
