Step 1 Describe the present situation .
The piedmont of North Carolina is growing at an
unprecedented rate . This growth is putting even more pressure
on the areas limited natural resources . As the piedmonts
population grows the diversity of the population grows as well .
This diversity leads to new and varied demands on the resource .
, Lack of historic use information as well as general lack of
knowledge have led to increased criticism of forestry practices
in , not only North Carolina , but the nation .
A . What is the problem / need / opportunity ?
The Division of Forest Resources has always held training
and informational meetings to those involved in forestry . These
meetings reached forest landowners , timber buyers , and loggers ;
they seldom attracted individuals outside this group , and seldom
integrated any dialogue between the groups .
B . Who is involved ?
The involved parties would be anyone who has an interest in
the way the natural resources in the piedmont of North Carolina
are managed .
CO Why is action needed ?
Action is needed because forestry is being mistakenly
blamed for many environmental troubles . If this perception is
allowed to go uncorrected then the true cause for these problems
wIII not be identi f ied and they will go uncorrected longer .
