County . At the end of this memo is a list of the documents that I have collected that pertain to <br /> transportation planning in Orange County . <br /> As noted earlier, counties in North Carolina do not build or maintain roads . Since 1931 , the <br /> NCDOT has had the construction and maintenance responsibilities for all roads except for city <br /> streets . This is why most of the County ' s focus is on managing access . Both access <br /> management and transit planning have been identified as important issues for Orange County . <br /> These issues , as well as road construction , maintenance , air quality, and quality of life , drive <br /> transportation plamung in Orange County and have been addressed in the newest revision to the <br /> Comprehensive Plan ' s Land Use Element . <br /> Most traffic management concerns are in the urbanized areas and are under municipal , not <br /> County jurisdictions . Major highways where traffic is a concern are often under state <br /> jurisdiction . The County ' s main involvement with traffic management is the County zoning <br /> regulations for planned developments that require traffic impact analyses to determine what <br /> management measures should be implemented . Finally, both the initiatives of NCDOT and the <br /> wishes of the County Commissioners are factors that affect the direction of County <br /> transportation planning . <br /> The thoroughfare plans produced for the County and region by NCDOT are expected to be <br /> updated once we finish our work on the functional designations . The County expects to be <br /> developing transportation management plan requirements for non-residential development <br /> sometime in the near future . These plans would help minimize traffic congestion in these newly <br /> developed areas. The County also has a funded TIP project to map and sign bicycle routes in the <br /> County. Initial meetings with NCDOT Bicycle and Pedestrian staff have been underway. The <br /> map will be of "tried and true " routes that are safe for most bicyclists . Once the routes have been <br /> mapped , the state will install signage . <br /> While the County' s main power to shape the future of transportation here is through the <br /> formulation of subdivision regulations , and by promoting certain types of and locations for <br /> development , the County actively coordinates with DCHC -MPO , Triangle J Council of <br />
