r- <br /> governments . The federal funds first go to the state in various allotments for different types of <br /> projects . The state then redistributes specified amount to the MPOs . The MPOs , in part, fund <br /> the individual transportation operations like TTA , and Chapel Hill Transit . Projects funded with <br /> these federal funds must be part of a local or regional plan such as the DCHC -MPO ' s 2025 Long <br /> Range Transportation Plan or the Thoroughfare Plan for Orange County. In consultation with all <br /> the organizational bodies involved, these projects are added to the State Transportation <br /> Improvement Program (TIP ) . The TIP serves as a six -year implementation program . All <br /> projects that receive any federal or state transportation funds must be listed in the TIP . We are <br /> currently working under the 2000 - 2006 plan . The next plan (2002 - 2008 ) is expected out this <br /> summer . <br /> There are several other documents that pertain to transportation planning in Orange County. The <br /> Land Use Element of the Orange County Comprehensive Plan includes a section on <br /> transportation . This section is the County ' s current and long-range transportation planning <br /> document . It has recently been revised and the revised version has received a recommendation <br /> of approval by the Planning Board . It will probably not be adopted by the BOCC until August . <br /> The document identifies the functional classification of County roads , which in turn , determines <br /> the degree of access an area will have to roads within the county network and to major highways <br /> in the area . By controlling this access , the County is able to better guide development and local <br /> land use . A Bicycle Transportation Plan was adopted in April 1999 . It is considered a <br /> companion document to the Land Use Element ' s Transportation section . The County ' s existing <br /> transportation documents have very little information about pedestrian issues . Although the <br /> Transportation Plan for the Town of Hillsborough briefly discusses a pedestrian and bicycle <br /> route network that links to the proposed County bicycle routes . <br /> Rail and bus planning is not addressed much in County documents . It is the DCHC -MPO and <br /> TTA whose documents address these regional considerations . The DCHC -MPO 2025 Long <br /> Range Plan serves as the major regional plan, and Phase III of TTA ' s Regional Transit Plan <br /> deals with the long - term identity of Orange County " s transit system . While these regional <br /> documents exist, there is still no unitary transportation policy document for all of Orange <br />
